 A Dynamical Quasi-Boolean System
 Gabriela Moise
  pg. 1-9
This paper provides the description of an original theoretical concept: the concept of Quasi-Boolean system. The concept can be used in any process that involves non-numerical values. The main idea is to express these types of values using float and Boolean values. The concept represents the theoretical fundament in the modeling of the online learning process based on the system theory.

Injection from Thermal Equilibrium and Acceleration to High Energy with Chaotic Gun Effect
 Gheorghe Dumitrescu
  pg. 10-18
Efficient acceleration mechanisms have been proposed in order to explain high energy spectra observed from astrophysical objects such supernova remnants, active galactic nuclei and X binaries. Most of them require an initial mechanism able to accelerate charged particles from thermal equilibrium to the onset of the stochastic process. The present paper argues the terms in which a numerical experiment, namely the chaotic gun effect, can be adopted as an injection mechanism. We estimate the injection energy and find it to be in the order of some MeV. We provide a proof which can support the power law dependence of spectrum of the charged particles’number on the energy in the chaotic region. Our arguments advocate that the validity of the main feature of an acceleration mechanism is displayed by chaotic gun effect: the spectrum.

On Quasi-Irresolute Functions in Fuzzy Minimal Sructures
 Mihai Brescan
  pg. 19-25
The present paper attempts to generalize, for a fuzzy minimal structure, the concept of quasi-irresolute function introduced in the General Topology by V. Popa and T. Noiri. Several theorems are to be outlined, both referential theorems and theorems establishing equivalences between different concepts.

Emotions and Robot Artists: State-of-the-art and Research Challenges
Ana Lucia Pais, Andreea Sunita Moga, Catalin Buiu
  pg. 26-40
Emotions play a vital role in communication and mutual understanding between humans. This should also be true for human-robot interaction, but complex emotional robots are just beginning to be developed. This paper presents a personal point of view on emotions and art-making robots, a class of robots which is under-represented in the today’s robot world. State-of-the-art in emotional robotics is critically described, including existing models and theories of emotions. Representative emotional robots are grouped in three categories: robots expressing emotions through body language, robots expressing emotions through art and virtual robots. The paper briefly presents an original cognitive architecture of a system that is able to analyze literary texts, extract the dominant emotion that is expressed in the text and transpose that emotion in a graphical form using a drawing robot. The paper ends presenting examples of emotional synthetic agents in virtual reality environments and future research directions in the presented robotics field.

The Parameters of Vacuum Modeled as an e-p Plasma
 Ion Simaciu, Zoltan Borsos
  pg. 41-45
In this paper we evaluate the physical quantities characterizing the e-p (electron-positron) plasma: the components mass, the positronium atoms proper frequency, internal permittivity, internal permeability, temperature, degree of ionization and pressure. Although the thermal motion of vacuum components is comparable with light speed, these speeds are much lower than the limit speed in vacuum - and so the relativistic effects are negligible at the internal temperature.

 Properties of Weakly (tau,beta)-Continuous Functions
 Ugur Sengul
  pg. 46-60
Popa and Noiri have introduced the notion of weakly (tau,beta)-continuous functions. In this paper we obtain several properties and new characterizations of weakly (tau,beta)-continuous functions and show that for the many of known results more strong statements are true. So we improve and strengthen some of these results related to the weakly (tau,beta)-continuous function.

Some Considerations Regarding a New Version of a Steganographic System on Parallel Architecture CELL BE
 Purcărea Anca-Alexandra, Ţigănoaia Bogdan
  pg. 61-68
This paper presents some considerations on the necessity of information protection and continuous development of steganographic systems. It also describes a new high capacity and robust method for hiding information on images. The image distortion after encoding the secret message is low and indistinguishable to the human eye. The security attributes (information availability, integrity, confidentiality, non repudiation) are discussed also in this article. Some parameters (system capacity, data integrity, image distortion etc.) of the proposed steganographic system are analyzed in order to draw a conclusion about its performances. A study of the CELL BE architecture is made and an efficient mapping of the application on it is proposed. New Cell BE programming facilities such as double buffering, SIMD instructions, mailboxes, events and DMA transfers are used.

The Pollution Level Analysis of Ploiesti Wastewater Treatment Plant Emissary Using Data Mining
 CARBUREANU MADALINA
  pg. 69-78
The wastewater treatment plant from Ploieşti, located in the South-Eastern part of the city, has only a mechanical step on its treatment wastewater line. The current plant emissary is Dâmbu, which joins Teleajen River. The pollution caused by an inefficient wastewater treatment can create severe damage to the population and the environment. In this paper an application of data mining in the wastewater treatment domain is presented, in order to determine and analyze the pollution level of a treatment plant emissary.

 On the Microwave-Water Energy Transfer
 Dobre Marcel, Nicolescu Adrian
  pg. 79-87
The well known analogy between quantum mechanics and optics is being used here to describe the interaction between microwave and water. As an application of this analogy we found a complex quantum potential associated to water relative to microwave photons.

Principal Component Analysis in Loan Granting
 Irina Ioniţă, Daniela Şchiopu
  pg. 88-96
This paper describes the utility of Principal Component Analysis (PCA) in the banking domain, more exactly in the consumer lending problem. PCA is a powerful tool for analyzing data of high dimension. When an applicant requests a loan for personal needs, a credit officer collects data from him or her and makes a scoring. The factors analyzed can be significant as well as insignificant. The principal component analysis can help in this case to extract those factors, which produce a better credit scoring model. The data set used for the analysis is provided by a public database containing credit data from a German bank. The results emphasize the utility of PCA in the banking sector to reduce the dimension of data, without much loss of information.

Aspects of Thermodynamic Equilibrium in Plasma
Mihai Hotinceanu, Zoltan Borsos, Octavian Dinu
  pg. 97-102
Investigation of various types of plasma for diagnosis involves the development of various plasma models. This article presents and compares various models of plasma in thermodynamic equilibrium. The comparative structure of models presentation allows quick selection of a suitable model for the type of investigated plasma.

Air Quality Index Prediction using K Nearest – Neighbor Technique
 Elia Georgiana Dragomir
  pg. 103-108
One of the classical data mining techniques is k-nearest neighbor. This method uses the class of the k nearest neighbor to classify a new instance. The distance is calculated with one of the multiple mathematical distance metrics. In this paper, the technique is used in the air quality forecast domain in order to predict the value of the air quality index. This index is used to categorize the pollution level and to inform the population about some possible episodes of pollution.

Using Genetic Algorithms for Optimal Production Planning
 Florentina Alina Chircu
  pg. 113-118
Scheduling is an important tool in the manufacturing area since productivity is inherently linked to how well the resources are used to increase efficiency and reduce waste. This paper presents the implementation of a genetic algorithm in manufacturing. The genetic algorithm’s goal is to obtain a detailed plan that represents the tasks’ order and the completion time for each resource. The application aim is the identification of the best allocation of resources that minimizes the makespan for a predetermined quantity of products, considering the system restrictions.

 Quantum Microwave-Compost Interaction Model
 Nicolescu Adrian, Dobre Marcel
  pg. 119-125
The well-known analogy between quantum mechanics and optics is used to study the interaction between electromagnetic field and compost in order to control the compost sterilization with microwave. Here we establish an experimental model for compost in relation to microwaves and present the conclusions of this study. The measurements of the compost imaginary permittivity, responsible for electromagnetic energy absorption are presented.

The BMIF Journal’s Online Peer Review System
 Zoran Constantinescu, Monica Vladoiu
  pg. 126-136
We are in the course of a major paradigm shift from printed to electronic in all stages of the research process, and this is the de facto standard for printed research such as journal or conference papers. In the last decade a lot of new peer review software systems have been developed and their support for this significant shift is critical to editors of conference proceedings and journals. These systems allow uploading of the submitted papers, assignation of papers to reviewers, management of interaction between editors and both authors and reviewers, editing proceedings or journal issues and so on. In this paper we present a journal peer review system, which has been developed to support our editorial work for the BMIF Journal. The system provides for submission of manuscripts, peer review, document tracking, and semi-automatic correspondence with authors and reviewers. We present here in detail the editor’s options, the author’s options and the peer review process. Development of this system has provided for open access to our journal’s content and has opened up great indexing opportunities with various indexes and databases, increasing the visibility of the authors’ work that is published in BMIF. This proves once again the viability of the open access models and the huge shift in publishing of research from printed to online.
